FATAL ERROR: register_globals is disabled in php.ini, please

Hello. I am getting this error with both the catalog and admin modules. I checked the php.ini, saw register globals was off and turned it on. I verified by running phpinfo which php.ini it was using.

 

After doing that I tried going back into the catalog and admin modules but get the same message.

Make sure you restart the webserver after making changes in the php.ini file.

I stop and restarted my web server and got the same error. I rechecked the php.ini file value for register_globals, resaved the file, stopped and restarted the web server and got the same error.

I verified the php.ini by running phpinfo so I know I am working on the right php.ini file. What could be going on?
