Shipping restrictions on address (postacode/street)

I need a way to restrict the options for delivery: customer can define own address and addressbook only with predefined postalcodes and conditional on his/her selection predefined streets (i.e. taken from a separate table postalcodes & streets_to_postalcodes)

Anybody already done something similar...?
