Selecting state/counties via drop-down box

I am having trouble with customers entering the wrong spelling/abbreviation in the state field of the create_account.php address section.

What I would like to do is have a drop down box which shows the zone_name values from the zones table allowing the customer to choose from a list. The bit of code controlling this seems to be in the account_details.php in modules but I can't figure out how to do it.

All I really need is something similar to the way the countries are selected i.e. you are limiting customer selection to a pre-formatted list.

It seems it should be easy enough but I'm buggered if I can work out how. Anyone have any ideas?
