As far as I have found in my tinkering with the CSS, the footer area with the copyright text and the with install OCS banner are, carries the body background. The only thing in the area I have been able to change is the bar just above there with the date and 'counter'. Though there may be a way to change it with some fancy CSS footwork I don't know anything about.
