Depends. You may be able to look at the remote host view in whatever html editor and/or ftp client you use and set permissions that way.

 

If you have shell access to a linux/unix box, type in "chmod 777 absolutepathtoyourcatalog/admin/includes/graphs" or cd(change dir) into admin/includes/ and type "chmod 777 graphs"

 

Not sure about IIS, never used it, probably never will...
