Image Uploading User/Mode Problem

I have two questions:

 

1.) How Would I change which user/group images are uploaded as?

(I don't want them uploaded as nobody/nobody)

 

2.) How Would I change which chmod mode images are uploaded as?

(I need them to be readable by all groups)
