Usps Shipping Module 1st Class Vs. Priority

a recent example -

 

I had an order for a book & calendar - total weight 1.81 pounds - customer was able to choose 1st class postage which was several dollars cheaper than priority

 

but per the usps website - I just checked - if over 13 oz should have to send priority - should be NO option for 1st class for customer -

 

any suggestions how to fix this anyone?
