White Spaces On What's New, Shipping, Privacy Pages

Hopefully someone can point me in the right direction. I eliminated the default osCommerce images and love it. However, I am getting alot of white space between the "What's New, Privacy Policy, Shipping and Returns" then the text below it. I would like the Welcome Guest! to be moved up so that my page looks uniform and you dont' have to scroll down to see the rest of the content.
