Russian Laguage Pack Errors?

hello. I`ve got problem with russian language pack.

 

i download and open it but all the russian text shows as:

 

define('NAVBAR_TITLE_1', 'Ïåðñîíàëüíàÿ ó÷åòíàÿ çàïèñü');

define('NAVBAR_TITLE_2', 'Ðåäàêòèðîâàíèå');

define('HEADING_TITLE', 'Èíôîðìàöèÿ î ìîåé ïåðñîíàëüíîé ó÷åòíîé çàïèñè');

 

 

. where`s the problem? is that for me only? and when i put the files on server, it shows as well there, but the coding is Utf-8 , that should render the russian text right.

 

Please help, it`s a bit urgent.
