It's always a good idea to do a search (a thorough search) before asking a question like this, because it's so often been answered. But to reiterate the most likely situation - at present your permissions for this file are set so that anyone can write to configure.php, and that is a security risk. That is why you are receiving this message as a warning. To remove the security risk, you should change the permissions to 644 (that is what's recommended). You can change your file permissions using your FTP programme. FTP Voyager is a good one to use. Dreamweaver does not give you the ability to change permissions, although I believe there may be ways around that. If you have cPanel, you can change file permissions within with ease.
