Once finished, you can check your front store at www.mysite.com and admin panel at www.mysite.com/admin For redesigning osc layout, search the forum or buy osc bokks available at the bookstore near you or read Redesigning osCommerce. To create a new user? You mean add another admin? That I believe you have to manually add a new admin in the PHPAdmin.
