Payment Options Don't Come Up When Checking Out Downloads

I have tangible and intangible items sold on my cart.

When I checkout for tangible items, my credit card and other payment options show.

When I checkout for my "free" intangible items, the download appears and completes itself upon clicking the link.

When I checkout for my intangible items "with $ amount" but 0 weight, the shipping page is skipped but no "payment options" show. Hence, the checkout_payment.php page loops to itself. - only for virtual products with amount.

I have osc 2.2.

Using "Zone Rates" and "FREE SHIPPING" activated. I did not activate the free shipping option found in the "order status" tab.

In addition, this used to work for the first 2 tries. Then the error loop happens after those purchases. I used to delete and reload the product to make it work. Now it doesn't at all.

This is the error seen after virtual products skip shipping: goes into the payment options page but only has this in the options field - " This is currently the only payment method available to use on this order." When I click "continue," the page just loads up again with the header page error - "Please select a payment method for your order."

Does anyone else have this concern? Any possible solutions?
