Win 2003 Server Database Import Error

I'm doing a new installation and I keep getting an error on step=3 (database import)

The following error has occurred:

 

SQL file does not exist: /install/oscommerce.sql

 

The file is there! How can I fix this. The database connection tested ok. I don't really know what else to look for here This is on a Win 2003 Server machine if that would matter at all.
