Fedex International - No Rates Returned

Hi- I'm using the FedEx shipping module, which seems to work fine for domestic (US) shipments. It's not returning the discounted rates that we're entitled to, even though it knows our account number, but I can live with that. (unless there's a quick fix?)

 

The real problem is that when shipping from the US to Canada (or any international destination), it says "No Rates Returned". I put the module in Debug mode and this is what I got. But I don't know how to interpret the data, so I don't know what it's trying to tell me. (I've deliberately x'd out a few digits of our account number.) In this test, I'm trying to ship from Dallas Texas to Toronto Ontario:
