Shipping Weight 3lbs Bigger Than Product Weight...why?

I have set up shipping zone which are fine,

I have entered in product weights in the catalog section, eg:25.52lbs,

But when i go to checkout the weight is increased to 28.52lbs?

 

Does anyone know why this happens and how to remove it?

There is a tare weight that might have got added.

Just while im on the subject, I have another questio for you, if you care to answer...

 

I have set up 6 shipping zones, for european countries, but if someone from say american or jamica or anywhere else in the world registers and buys a product, they will not be charged for shipping, is there a way of implementing a set charge for shipping to countries that are not included within my zones?

And then just enter the iso codes for every country?

Is there a less tedious way of approaching this?
