Minimum Order Value - Is There A Contribution

Due to climbing credit card fees etc I want to setup a "Minimum Order Value" at the checkout before postage is added

Is there a Contribution to do this, I have searched but not located anything yet.

Minimum price to order

 

This thing tells the customer how much more they have to purchase to get up to the minimum ammount you desire for purchase.
