Problem With Shipping

I have set the shipping in the backend like this:

Enable Table Method

True

 

Shipping Table

499:3.50,1000:6.50

 

Table Method

weight

 

Handling Fee

0

 

Tax Class

--none--

 

Shipping Zone

--none--

 

Sort Order

0

 

So for every product that weighs 500 it should charge 6.50 right?

 

But it keeps charging £38.50 for every item that weighs 500.

 

What is wrong?
