Occasional Problem With Ssl

With a site I set up for my wife's store, she has noticed that when accessing the admin console while at her day job she is not going to a secure page. There is no redirect to https and the lock icon in the browser remains unlocked. If she manually enters https:\\storename.com\admin, the lock icon is locked and she is in the secured portion.

 

Running test sales from the same computer will reveal problems in accessing the secure pages of the store as well, including credit card information not being stored. She has received some calls from potential customers that they have had similar problems, although only a handful over the past year. One diligent customer actually was able to finally get her order processed, but the CC# was not captured.

 

Is this an issue with the admin settings of the computer/browser/network or is there something else going on?
