Free Shipping On Orders Over?

I've setup my cart to give free shipping on orders over $150 dollars. I would like this to be before sales tax though.

 

Right now, if someone orders an item for say $145.00, the sales tax puts this item enough over the $150.00 mark that they get free shipping.

 

I want the free shipping to be only based on the actual item cost, not the sales taxes.

 

What do I need to adjust to fix this?

Why not make the discount inclusive of tax?

If, for example, sales tax on an order of $150 is $30 then make the discount kick in at $180 and explain the discount "target" includes tax.

Because we only charge sales tax to people in our home state. This issues is only affecting people here in Michigan.

 

If I set the target to $XXX.XX which includes the tax, then people outside of Michigan will have to hit that target too.

 

I'm actually looking to change my whole free shipping thing to a coupon system anyway so I can add other coupons too.
