That is a very simple design that can easily be done by modifying the stylesheet and the header.php file. It also has a few contributions installed such as Featured Products, Live Help, Article Manager, Serach Box in Header, etc. Another option would be to use The Simple Template System version 4.5.2 to create the infobox templates and custom navigation in the header.
