Shipping Zone Troubles

I am currently hosted on www.lunarpages.com at www.armorcast.com/store. I am using (2.2 MS2 (060817)) . I am trying to set up shipping fees for different coutries. I want to have zones set up for the US, Canada, UK, Ireland, France, Germany, Spain, Italy, Poland, Russia, Japan, Australia and New Zealand. Since each countries shipping fees are so different, I need to differentiate the costs. I tried using the zone rate but I can only create one zone that is intially offered. Is this possible thru zone rates and is there any other documentation that you can direct me to on setting this shipping out?
