Special Error Message. Please Help.

Whenever I click on the specials header, I get the following error:

 

Fatal error: Call to undefined function: clean_html_comments() in /home/jwroweco/public_html/osCXtreme/includes/header_tags.php on line 141

 

 

The code on that line is:

 

case ( strstr($_SERVER['PHP_SELF'],'specials.php') or strstr($PHP_SELF,'specials.php') ):

 

Can anyone help me with this. Not keeping store from working but is very unsightly when trying to access specials page. Someone please help me with this one.
