Usps Contribution 2.8d

Hi. I am trying to catch up with all usps changes since I am using a very old version of oscommerce. Regarding Steelwidow's usps contribution 2.8d and her statement "this is a full installation:" Does that mean that it covers all changes that were made in that module since the last official milestone release of oscommerce was made?

 

And I also realize that there are two later contributions that have been added since.
