PayPal Fee/Tax Problem

I was asked to help a friend out who screwed up their site a little bit and it's been a while since I've played with osCommerce.

 

below is what they have managed to accomplish

 

they wanted to setup a 3% fee for all paypal transactions but somehow managed to have the text display 3 extra times.

 

I cannot locate the paypal fee module or lanuage file anywhere and they say they set it up as a "tax like thing" but don't remember how they did it.

 

There is also nothing setup under Tax Zones, Classes, or Rates.

 

 

Any suggestions on where else I can look to remove this?
