Installation will not go to Step 2

Hi i tried to install the oscommerce-3.0a4 but if i clicke on the continue Button after input all relevant datas in step one on the leftside message i get

 

The database structure is now being imported. Please be patient during this procedure. but after 1 hour nothing goes forward an also no tables are imported if i checked the database please help

The key setting in php.ini must be

 

register_long_arrays = On

but i can't write to the php.ini because it's a shared server (Strato) so i have no permission to the php.ini
