problems with global priority shipping

someone else asked this question in '06 but I didn't see an answer.


I have US Postal Service shipping set up on my site. Canadian customer tried to select global priority flat rate as a shipping option (which would be correct), but when she got to the confirmation page the express rate was selected at a much higher price.


I tested it and tried editing the shipping. If I chose any of the priority options I got the same error. If I selected air letter post or air parcel post or the table rate I offer, the confirmation page reflected these rates.


How do I fix this so that my international customers get to choose the appropriate mailing rate?
