Larger Packages - Wrong Calculation?

Am I going crazy or is the calculation for larger packages totally wrong?

 

If I set my maximum weight to ship to 4lbs and the percentage increase for oversized packages to 100%, the shipping calculations read:

 

1 x 8

 

Instead of:

2 x 4

 

Shouldn't it break it into 2 packages instead of doubling the weight of one package? Can someone help me with the correct code - I am guessing it would be in catalog/classes/shipping.php

 

I'm not much of a coder so if someone could provide a little snippet of code I could replace the old code with, that would be swell!
