Modules and images problems on new instaltion

Admin>Modules>Payment Modules section

Admin>Modules>Shiping Modules section

Admin>Modules>Order_Total Modules section

 

I seem to not have the modules in the admin section in order to activate them!!

There is an install button with a green + sign and clicking this does not do anything to resolve or install the items

I have reinstalled the osc on the server and this did not seem to help rectify the matter,

I am also having problems with image upload in the product section, the warning dialog tells me that the catolog\images folder does not exist, it is there and i do ve permission to access the folder
