Modules not vilable in admin

I have installed OSC and have the following problem (one of the Problems) the nodules are not available to select/activate in /admin/modules.php?selected_box=modules&set=payment There is just an install button with a green +, i have checked the admin and cat folders of the site and the php files are there but cannot set the payment shiing or total sections up in the admin panel.

 

Any help is most welcome
