How do I set the first address a user enters as their billing address?

Hello All

 

I've just inherited a site that currently has a combined shipping/billing address, which causes problems when users want delivery to a different address.

 

Does anyone know how to have the first address a user enters set as their billing address and always passed to ProTX?

 

All additional addresses entered would only be allowed to be used as shipping addresses.
