So, conceivably, if some page on your site has a PR of 0 and links to some other page on your site that has a higher PR, then the PR of the second page would go down. However, that is can't really happen since a page can only have a PR if the pages that link to it have a higher PR (as a total). In short, no, don't worry about pages with PR of 0 hurting other pages.
