The order of product attributes

When adding products in 'catalog/product attributes' the ID number sequence gets out of order. eg 31, 30, 32 which reflects on the web page in the drop down menu for product options which I need to have in numerical sequence for each product. Can these be rearranged in order or do I need to edit each item and adjust the option value?
