Anyone know the answer to this? Tax on Billing address?

I have looked and looked and it seems a lot of folks are asking this question, but no one seems to offer an answer that I can find.

 

Right now OSC bases if the product should be taxed on the shipping address and I need to changed it to base it on the billing address.

 

Any help or direction would be much appreciated!
