Problem with table & background in IE...

I posted this awhile ago, and nobody helped. I'm pulling my hair out here.

 

When viewed in Firefox, my colorful background shows up fine around the table. When viewed in IE it's white. I've had a couple of friends give me suggestions, but none worked. I KNOW somebody out there knows what to do.. LOL
