Manufacturers, Language and File Permissions

Three Questions:

 

1. I don't require language support for anything other than english. I can comment out the language box but haven't found a way to keep the leftovers from popping up everywhere. Is there a way to completely remove this feature?

 

2. I don't use manufacturers but would like to use the column (hidden from customers) for "Supplier". Can this be done?

 

3. Has anyone come up with a way to actually change file permissions on a Windows based machine? CHMOD() gets me nowhere - I don't think NTFS supports complex permissions and I can't get the "I can write to..." messages go go away!
