Is the account create page supposed to work when running on a windows local host ?

My account create page hangs even with the correct information. I do not have SSL enabled in either of the 2 configure files and am running on a windows local host using XXAMP. Could this be because I don't have a mail server and therefore the process is stopping at the "send confirmation email" instruction. How do I find out what the error is ? Someone said I should set force error to true, but where is the command so I can change it ?

I'm not sure of your last question but it will give an error if you do not have a mail server. There are free ones on the internet. I use argosoft but there are others that will do more. I found that one, it worked, so I did not try any others.
