no default shipping address

when on the checkout_shipping.php page...the user's default address is displayed as the shipping address..

now what i've been told to do is not to show the user's default address..instead a form for the shipping address should be displayed OR just the link for the address book...i was just given this task and im still new at this..appreciate any inputs..thanks
