However, anyone that buys 3 or more products is getting the option for free shipping. I have checked our settings and we have the free shipping selection set to United States. We are really eating it when it comes to international shipping and shipping to alaska and hawaii. is there any way to make everyone outside of the lower 48 pay for shipping charges? Please help!

Look into setting up Zone based shipping. The store I'm working on has US - free, Canada one price and everyone else another. I'd offer more advice But am not sure how the quantity request fits in to the grand scheme. HTH Travis
