ould someone give me the step by step procedure to set up a 7% sales tax for all countries

If at all possible, could someone give me the step by step procedure to set up a 7% sales tax for all countries that come to our site?

 

I just tried to order a item from my web site, but it does not have the tax shows up. looking like the following:

 

Sub-Total: $41.00

Flat Rate (Best Way): $5.00

Total: $46.00

The Order Total Modules sets up looks like following, I thinks it set up no problem

 

Modules Sort Order Action

 

Shipping 3

Sub-Total 1

Tax 2

Total 10

 

------------------

 

but when customers order the items, on tax shows up. Thanks for help
