I am attempting a fresh install and it doesn't go past the 2nd page.

I chmod all files to 777, but that didn't help either.

 

It's a fresh download from the main page: osCommerce 2.2 Milestone 2 Update 060817

 

 

...any ideas as to why it doesn't proceed?

Install gets stuck on page 2

The most common cause for installation getting stuck in step 2

is that most recent PHP installations have register_long_arrays = OFF

This needs to be turned to ON in the php.ini file (you will need to

stop and restart your server to get this change to take effect.)

Apparently I mis-read your post, and understood it was supposed to be off. Once I switched it to on, it worked.
