paypal ipn does not work

I have used paypal for one year. today the paypal ipn does not work..............all my customers are in france

 

Customers can process the paypal ipn from my web site to paypal, but customers can not log in paypal. I called the paypal customers service for help.

they said it is the osCommerce PayPal IPN Module problem(third party's problem), the payal does not any problem. I called my friend(he is in USA)to pay

by credit card from paypal, it works. I don't know why people can not pay by paypal from France. Anyone can help me to solve the problem.

I just let my friends tried to pay credit card in france, they also can not pay by credit card in france.

 

they can not confirm to make payment on the final process, but people can make payment in USA. why??????
