Changing text on default cart page

Hello,

I need to change the text on my default cart page which I understand to be index.php. I can get to the file just fine to edit it, but apparently the permissions are not set for me to do so. How and where do I change the permissions settings so that I am allowed to make changes to this text. All help would be appreciated. Thank you
