No shipping method - can continue anyway

I have only one shipping method in my cart. It's a slightly modified version of Region Based Rates - any products can be shipped within the US, with a specific price per item structure, but there are certain items that we don't ship outside the US from the cart (not my decision, but one I have to work with). So the method becomes inactive, and they get a notice telling them that they can't order this item to their country online. In this case, I remove the continue button.

 

However - I realise this is not likely to happen, but it bugs me - say someone recognises the osCommerce system, and gets to the checkout_shipping.php page and gets told no. If they just replace the URL with checkout_payment.php, the next step, then they can continue and place the order and get charged nothing for shipping. Can anyone help me figure out how to make it require a shipping method to actually complete the order? I'm pretty conversant with PHP and osC in general, but just not sure where to start on this particular item. If anyone can point the way, I'd be appreciative! :-)
