I've set up two tax zones - one for the NY metro area, which has a 8.375% tax rate and one for NY state for 4%. How do I set up the priorities in the admin area so that customers are charged one or the other, or neither, based on their zip? This language is confusing ("Tax rates at the same priority are added, others are compounded") because I don't want to do either. Any insight would be appreciated.
