Configuration Updates do not take

In configuration, I go to shipping module or payment modules. I edit the flat rate shipping and hit update and it does not take my changes. I have the same issue with the paypal module. I do have an active vendor account with paypal. I try to put in the email address that paypal uses for me. I hit update and it still reads [email protected]. None of the changes on that page take.

 

Do I have some permissions wrong? Or do I need to edit a file manually?

 

I would think I am doing something wrong and simple. Any help will be appreciated.

I too had this problem. I went in and manually edited the "catalog/includes/modules/shipping/table.php" file. Then I had to remove the table option and re-install.
