Checkout products attributes ?

I need to put an attribute for some products that say : Ok I allow the checkout even if the qty is =0.

 

For some other products, I don't want the customer to check out if qty<=0.

 

This is due that I import products from china take 1 months and a half, and I import from europeen producers, 10 days delivery.

 

So I would like to turn on Ok for checkout for all products from european manufacturers, but I would turn off hte checkout for chinese products..

 

Any idea of an existing contribution would be appreciate.
