Adding a link to a html page in every item description

I did a search but couldn't find anything that helped what I wanted.

 

I need a link to a html page from every Item/Product Desctiption shown.

 

What is the code and where would I do this

Do you want a link which is the same on each product page or do you want a different link on each product?
