Under/Over Lines Upcoming Products

When there are upcoming products, it is shown between two lines. I can't find the Overline and the Underline settings in CSS stylesheet. I wish to change the colour.

 

Also there is an Underline when a new item is added to the Cart. I would like to change that colour too.

Both are not from the stylesheet. They use the tep_draw_separator() function you will find inside the (catalog)/includes/functions/html_output.php

To remove the upper and lower lines with upcoming products you have to edit the file (catalog)/includes/modules/upcoming_products.php and for the cart that would be the file (catalog)/includes/boxes/shopping_cart.php

You can change the color by providing an image file with the correct color to the tep_draw_separator() function. Take a look at it to see which parameters it is accepting.
