admin SSL still not secure

Hi-

 

I have tried reading in the forum and I havent stumble the same issue like mine. i went to my admin/includes/configure.php and change it to TRUE and I also did a password protect on this directory:

I have done this before I never have a problem with the SSL in the admin area but when I have to reinstall the software I could never get secure the admin. its always saying that "You are not protected by a secure SSL connection."
