Entire .PHP file is spaced out

I am encountering this with various osC files. When I open the file using HTML-Kit there are two to four lined between each line. I know about the issue of having blanks at the begining and the end, but what would cause this?

 

I downloaded the entire site to my local PC as a back up and now this is happing. Fuctionallity does not seem to be affected but will these spaces slow down the site?
